The General Administration of Customs has issued several guidance documents (all in Chinese only) on the procedures for filing declaration forms for import and export goods. These include the Instructions for Completing the Customs Declaration Forms for Imported Goods, Templates of Declaration Forms for Imported and Exported Goods and Recordation Lists of Imported and Exported Goods.

Food products regulated by the GAC

In addition to the requirement for foreign producers to register with the GAC, foreign suppliers must also identify themselves on labels of their imported food. This requirement is a step toward tightening up the regulation of foreign made food products in China.

Fees incurred by the Customs on goods imported from China

The Customs may inspect goods when they arrive in China to make sure they are of sufficient value and comply with the rules of entry and exit, customs duty and other requirements. The inspection process is often expensive, so you should plan accordingly.

Agent fees are additional charges levied by customs agents to help cover costs associated with processing your import. These fees can range from a few dollars to hundreds of thousands of dollars per shipment.

In addition to duties, importers are responsible for payment of retaliatory and anti-dumping fees for goods that are deemed to have been subsidized or sold at below cost. These duties are imposed by the United States and other countries to protect their domestic industries from unfair competition.
